Working together to ensure all residents in Ward 71, CT have access to basic sanitation needs

Sanitation refers to public health conditions related to clean drinking water and adequate treatment and disposal of human excreta and sewage. Preventing human contact with faeces is part of sanitation, as is hand washing with soap. Inadequate sanitation is a major cause of disease world-wide and improving sanitation is known to have a significant beneficial impact on health both in households and across communities.

The Westlake community makes up about 50% of our Ward 71, CT population and a large majority of its residents are backyarders who do not have access to safe, uninterrupted sanitation solutions. This topic has been a public service demand by Westlakers for many years. The solution is not a simple one. The backyarders ‘homes’ are on private land therefore not legally a government service delivery responsibility. The root causes lie with over-crowding and our Apartheid legacy of inequality. There is no quick fix to this situation.

Project Overview
Covid-19 has highlighted the need to ensure adequate access to safe water, sanitation and adequate hygiene for all our Ward residents. We need to assess the current situation and start a dialogue between key roleplayers (City of Cape Town, Westlake Landowners, Westlake Backyarders and the private sector) to find a solution to the sanitation challenges in Westlake. 

Focus Areas
The Survey will draw data that unpacks the different levels of access to sanitation, combining both the extent of access and the quality thereof, to determine overall access such as:

  • Water access: type of water source, distance, interruption of service, and rating/perception
  • Toilet access: type of toilet, distance/location, interruption of service, shared with how many other households, and rating/perception
Once this data has been obtained, facilitated dialogue sessions will be set up to discuss the findings and develop solutions that include operation and maintenance of infrastructures, viable technological options, and stakeholder buy-in and behaviour change. A comprehensive monitoring and evaluation programme will be developed to keep roleplayers informed and alert relevant roleplayers on areas that need attention.

  • Heated dialogue sessions between roleplayers
  • COVID-19 Safety Protocols being maintained
